Elmira Housing Authority
The Elmira Housing Authority provides low-income housing to families, elderly, and the handicapped or disabled in three public housing facilities in the City of Elmira. Hoffman Plaza provides one or two bedroom bungalows and two or three bedroom rowhouses for families. The George E. Bragg Towers on the Eastside and the Edward Flannery Apartments on the Southside provide 1 bedroom senior apartments in a quiet, comfortable, and safe atmosphere. Each location has a limited number of fully handicapped accessible units for handicapped or disabled residents.

Hoffman Plaza contains 144 units of bungalow and rowhouse style houses varying in size from about 550 square feet 1 bedroom units to 930 square feet 3 bedroom units. Heat is provided by forced air furnace with a tenant-controlled thermostat, laundry hookups are provided, and each unit has a storage shed. Hoffman Plaza is located near Elmira Free Academy High School and George Washington Elementary School.

Senior apartments at Bragg Tower on the Northside
George E. Bragg Towers
Bragg Towers contains 126 units of efficiency and one bedroom senior apartments varying in size from about 370 square feet efficiencies to 560 square feet 1 bedroom units. Heat is provided by a hot water boiler with a fixed thermostat. Laundry machines are provided in a central facility. Bragg Towers also includes a community room and computer center. It is located near St. Joseph's Hospital and the St. Joseph's Physician Office Building.

Senior apartments at Flannery Apartments on the Southside Edward Flannery Apartments
Flannery Apartments contains 209 units of one bedroom senior apartments of about 500 square feet. The building is electrically heated with an individual tenant-controlled thermostat. Laundry machines are provided in a central facility and Flannery Towers includes a community room and computer center. It is located near a neighborhood commercial strip that includes Tops Grocery Store and Geroulds Pharmacy.

Each building is staffed with professionally trained office personnel, maintenance staff, and service staff. An Elderly Services Coordinator provides assistance to elderly residents through transportation to medical appointments, assistance with paperwork, and other daily functions. An Activities Coordinator completes the community by planning activities and outings for residents including craft classes, exercise classes, free computer instruction classes, free swimming instructions and classes at the YWCA, and provides free transportation to community concerts and social gatherings. Security is provided by the Elmira Police Department with on-duty personnel patrolling the properties and off-duty personnel living amongst and integrated into the community,

To qualify for public housing through the Elmira Housing Authority, you must meet the Department of Housing and Urban Development (HUD) Income Guidelines.

If you meet these guidelines, call or visit the Administrative Office on Reservoir Street to receive an application. An interview of all of the members of your household over the age of 18 is required. Income re-certification is required each year to ensure that you still meet HUD guidelines.

Rents are based on 30% of adjusted gross household income and includes all utilities including heat, water, sewer and garbage disposal. Residents pay only for phone service, cable service, and Internet service (although Internet access is provided in the computer centers at Bragg and Flannery Apartments). In addition, each household has the option of paying a flat rent, in lieu of income-based rent.
