LEGAL NOTICE- READ BEFORE SENDING:
The City of Elmira is committed to responding to the concerns, questions, and comments of its people and its neighbors. Email is provided as an informal form of communication between you and City Departments but is subject to the following limitations:
- City officers and employees check and respond to email on a regular basis, but email directed to an officer or employee that is absent from work, by vacation, sickness or otherwise, may not be responded to in a timely manner. In addition, email that is received after working hours, over the weekend, on holidays, or other times when city employees are not working may not be responded to in a timely manner.
- City employees in the Department of Public Services spend a limited amount of time in their office and may not respond to a request right away.
- Email should not be used to report emergency situations for Police, Fire, or Public Services. Emergencies should be reported by calling 911. Significant hazards on roadways or parks should be reported to the Department of Public Services 24 Hour Response Number at (607) 737-5750.
- Email that is insulting without cause, justification, or accurate facts will be ignored. Repeated emails of this type may be classified as harassment and may result in criminal prosecution.
- Email should not be used to report a crime or file a complaint- it can be used to indicate a crime that may be occurring repeatedly (i.e. a drug dealer in your neighborhood) or to report a possible code violation to Code Enforcement. However, these are not considered official complaints. If you want immediate action on a concern, contact the Elmira Police Department or Code Enforcement and file an official complaint.
- Email that is sent with false identifying information or anonymously may be ignored without the ability to contact the submitter for further details.
- Email to an individual is not confidential. It may be forwarded by City officials or employees to another party for review or action.
- The City does not accept or tolerate repeated solicitations by email. Email sent to everyone in the City or sent to an excessive number of individuals without justification is classified as spam and will not be tolerated.
- Email DOES NOT constitute prior written notice in cases of damage or injury incurred as a result of a hazardous condition. Write a letter or file an official report or complaint.
- The City does not accept FOIL requests by email. To submit a FOIL request, complete the electronic form or the hard copy form. More on FOIL requests...
- The City does not accept email for or service of legal notice or service of legal documents.
