John J. Burin stepped into the role of City Manager after the retirement of Samuel F. Iraci, Jr. John has spent his entire life in the City of Elmira after graduating from Elmira Free Academy in 1972. He is no stranger to public service having served the City of Elmira for more than 19 years in many roles including Parks and Recreation Bookkeeper, Housing Inspector, Building Inspector, Cashier, Treasurer, and most recently as the City Assessor. His experience in building, finance, and tax assessment gives him a keen instinct for managing the City budget, promoting economic development, expanding the tax base, and overseeing daily City operations. John was a vital contributor to several successful projects during the Iraci administration, including the development of Trinity Business Park and the construction of the First Arena in downtown Elmira.
John lives in Elmira with his wife and three sons.

Kimberlee Balok Middaugh is a life long resident of the Elmira area and continues to live here with her husband and three sons. Her family ties also connect to the City whereby her Great Grandfather was an Alderman in the 1920s. Kim graduated from Elmira Southside High School and received a Bachelor’s degree in Political Science with a minor in Public Administration from SUNY Geneseo. In May 1999, she received her Juris Doctor from Albany Law School and was admitted to the New York State Bar in January 2000. Immediately thereafter, Kim obtained experience in litigation and municipal law while in the private practice of law in Elmira. In September 2001, Kim was appointed as an Assistant Corporation Counsel for the City of Elmira. In 2005 she was appointed the Director of Personnel. Due to her legal background and municipal experience, she was selected for the position of Deputy City Manager/Operations in March of 2008.
Blue Ribbon Task Force
On August 30, 2006, the Elmira City Manager convened a Blue Ribbon Task Force of business, government, not-for-profit and labor leaders. The Task Force was charged with providing specific recommendations to the City Manager on ways to eliminate the city's deficit in the short run and restore financial stability in the long run. The Task Force immediately focused on understanding the current state of the city's finances.

Connecting the Dots
On January 22, 2007, the Elmira City Council passed Resolution 2007-036 calling on the Governor and the members of the New York State Senate and Assembly to enact the legislative changes identified in the New York Conference of Mayors (NYCOM) report released in November of 2006 entitled "Connecting the Dots: A Blueprint for Revitalizing Our Communities and Our State."
The report analyzes the numerous obstacles currently confronting cities and villages in New York, and offers an agenda of state-level solutions for revitalizing these communities and, therefore, all of New York State.
The City Manager, Mayor, and the Elmira City Council encourage all citizens to read the report and request that their representatives enact the legislative changes to help improve economic prosperity and financial stability for all cities in New York State.
