City Engineer

The City of Elmira is seeking a dynamic individual to provide leadership and technical oversight for the maintenance and operation of the City Highway System. Candidates must have considerable working knowledge in the maintenance and operation of roadway systems. Requires demonstrated ability to develop and manage multi-faceted roadway programs, budgets, and employees, and apply civil engineering practices as well as federal, state and local regulations. Competency and background in civil engineering with experience in transportation issues is sought. Candidates shall also have experience with resolving citizen and customer concerns, handle multiple assignments, and work with minimum supervision in a fast-paced environment. Must possess strong written and verbal communication skills, and the ability to develop and maintain effective working relationships and to communicate effectively with a diverse staff of executives, employees, and public officials. The City Engineer reports to the Chemung County-City of Elmira Director of Public Works.

Preference is for a customer service oriented professional with a Bachelor Degree in civil engineering, or a combination of education, training, and experience which demonstrates the ability to perform the job. New York State professional licensure is required.

A strong background working in a windows-based computer system is essential; a valid New York State driver’s license and residency in Chemung County within six months of permanent appointment are required. Selected candidate is subject to a DMV driving record review and a criminal history check as a condition of employment.

Salary is competitive, commensurate with experience and background. Benefits include Health Insurance and New York State and Local Retirement System.

This is a Civil Service tested position.
