Director of Community Development

The City of Elmira is seeking an experienced, team-oriented professional to fill an upcoming vacancy in the position of Director of Community Development who also serves as Secretary of the Elmira Urban Renewal Agency.

The director is responsible for administering the City of Elmiraís annual Community Development Block Grant (CDBG) and HOME Investment Partnership Programs through the U.S Department of Housing and Urban Development. The director is responsible for preparing and administering grant applications and projects related to community and economic development needs of the City.  This individual also represents the City with several outside agencies including Elmira Downtown Development and the Chemung County Land Bank. 

The City engages in numerous public-private partnerships to promote community and economic development and therefore, the director needs significant experience applying for and administering large Federal and State grants.  The City of Elmira received $10 million in funding through New York Stateís Round 1 Downtown Revitalization Initiative and this position held a key leadership role.  The next director will be working with the City, local partners, and State agencies on the implementation of approved projects.

Qualifications for this position are as followed:

(a) Graduation from an accredited college or university with a Masterís Degree in Public Administration, Planning, Business Administration, Human Services, Economics, or other related field; and three (3) years of experience in community development, economic development, municipal planning, regional planning or related work, two (2) years of which must have been in a responsible supervisory or administrative capacity; or

 

(b) Graduation from an accredited college or university with a Bachelorís Degree in Public Administration, Planning, Business Administration, Human Services, Economics, or other related field, and five (5) years of experience in community development, economic development, municipal planning, regional planning, or related work, two (2) years of which must have been in a responsible supervisory or administrative capacity; or

 

(c) An equivalent combination of training and experience as indicated in (a) and (b) above.

Accountant

The City of Elmira is currently recruiting for a full-time Accountant to work in the Chamberlain's Department.  Duties include, but not limited to, keeping accounts for the City as prescribed by the NYS Department of Audit and control applicable local finance laws.  Work involves performing professional accounting work including the maintenance of accounting records, preparation of reports and the establishment of new accounts systems.

A Bachelor's Degree in Accounting, Business Administration, or Economics or related filed is preferred or an Associate Degree in Accounting, Business Administration, Economics or related field, including 12 semester credit hours in accounting and two (2) years experience in professional accounting or financial auditing.  Governmental experience is preferred.

School Crossing Guard

The City of Elmira is currently recruiting on call School Crossing Guards. This responsible position calls for the exercise of considerable vigilance in directing traffic for the protection of children going to and from school. Work is performed independently with only occasional direction from a supervisor.
