Chief of Police: W. Scott Drake III

Chief Drake is a graduate of the class of 1983 from Southside High School. After High School, he attended Corning Community College and received an Associates Degree in Criminal Justice. He is a graduate of the Southern Tier Law Enforcement Academy and began his career in Law Enforcement with the Dryden Police Department. He returned to his hometown and became a member of the Elmira Police Department in 1988. Since joining the Elmira Police Department, he has graduated from the 195th session of the FBI National Academy in Quantico, Virginia, graduated from the New York State Police Henry Williams Homicide Seminar, and he has become a New York State Department of Justice certified Police Instructor. Before serving as Deputy Chief, Scott served the EPD as a Patrol Officer, Patrol Sergeant, Patrol Lieutenant, Patrol Captain, Detective Bureau Sergeant, Detective Bureau Lieutenant, SWAT Team Commander, Honor Guard, and Bike Patrol Officer. He served as Interim Deputy Chief of Administration and headed Internal Investigations before being promoted to Deputy Chief of Operations in February of 2004. He was appointed Chief of Police in February 2005 when Chief Waters retired. When he is off-duty, Scott enjoys, photography, hockey (roller and ice), playing water sports on Keuka Lake, and spending time with his family.
Deputy Chief of Operations Michael "Robby" Robertson

Michael "Robby" Robertson joined the Elmira Police Department in 1986 and was assigned to Patrol Division. In 1996, he was promoted to the rank of Sergeant, and worked in Patrol until 1997. In 1997, he was moved into the Detective Bureau, a position he held until 1999. In 1999, he was promoted to the rank of Lieutenant, and was became a supervisor on the day shift. He remained in that capacity until 2001 when he was assigned as Commanding Officer of the Detective Bureau. He held this position until 2003 when he was promoted to the rank of Captain. In February of 2005 he was appointed to the position of Deputy Chief of Operations.
In addition to his regular duties as a patrolman, investigator, and supervisor, Robertson has previously been a member of the Honor Guard, the Team Leader for the Crisis Negotiation Team, and a Police Instructor.
As the Deputy Chief of Operations, he handles internal investigations and is second in command of the Elmira Police Department, acting as Chief in the absence of the Chief of Police.
Deputy Chief of Administration: David Gardner

Deputy Chief Gardner graduated from Horseheads High School in 1979. After high school he attended Corning Community College and then enlisted in the United States Army. Gardner was trained as a Military Policeman and was stationed with the 284th Military Police Company in Frankfurt, West Germany. Upon leaving the military, Gardner attending Corning Community College and received an Associates Degree in Criminal Justice in 1986. Deputy Chief Gardner was hired by the Elmira Police Department in February of 1987 and assigned to the patrol force. Gardner was promoted to Sergeant in 1993, Lieutenant in 1995, Captain in 1999, and finally Deputy Chief in February 2004. Deputy Chief Gardner is a graduate of the 190th Session of the FBI National Academy, and is also a state certified General Topics Instructor. Deputy Chief Gardner is the Department's Accreditation Program Manager for both the National and New York State law enforcement accreditation programs. The Elmira Police Department was awarded both National and State accreditation status in 2001, and the Department recently successfully completed the national re-accreditation process in March 2004. Deputy Chief Gardner's present duties include: Training Coordinator, Pre-Employment Background Investigations, Facilities Management, Planning and Research, Grant Writing/Management, Accreditation Manager, and supervision of the Department's Records Bureau. While off-duty Dave enjoys spending time with his family, playing baseball and tennis with his children, cooking, and flying radio controlled airplanes.
As the Deputy Chief of Administration, Gardner is responsible for training, accreditation, and other administrative functions.
Captain Michael Marrone
Since joining the Elmira Police Department in 1988 Captain Marrone has served the department in many different functions, including a Patrol Supervisor, head of the Detective Bureau, past Commander of the SWAT Team, and past member of the Honor Guard. He currently serves as the captain of the night shift as well as the Department's Chief Firearms Instructor. Captain Marrone is a graduate of the 211th Session of the FBI National Academy (2002) and the New York State Police Henry Williams Homicide Seminar (2003). During his off-duty time Captain Marrone enjoys hunting and spending time with his family.
Captain James Wandell
Captain James Wandell has served with the Elmira Police Dept since 1985. He is currently the captain in charge of the day shift on the patrol force. During his tenure, Captain Wandell has served with all three patrol platoons, the Special Shift & Housing Patrol, Detective Bureau, SWAT Team, Honor Guard, and Bicycle Patrol. He is also a graduate of the 202nd Class of the FBI National Academy
