| How to request a Background Check: |

Complete the Police Background Check Form, have your subject sign it to authorize the background check, and bring form and fee to the front desk of the Police Department. Follow the directions to call the Records Bureau from the phone at the front desk.

Call the Patrol Supervisor to file a complaint. Complaints are taken very seriously and will be investigated according to Department General Orders. The Elmira Police Department is committed to the highest standards of integrity and professionalism. In many cases, we make an effort to mediate complaints or explain the reasons the for the officer's conduct. We believe that this often is the most effective way of resolving them in a positive manner. Complaints of police misconduct that cannot be mediated will be investigated in a thorough, fair, and impartial manner. The Deputy Chief of Operations is responsible for internal investigations.

Traffic tickets are handled by Elmira City Court. You will need to contact the court to dispute, appeal, or pay your ticket. You can reach the court by calling (607) 737-5681.

| I received a parking ticket or parking ticket notice by mail: |

To appeal a parking ticket, complete the Parking Violation Appeal Form and return to the Parking Violations Bureau in the City Chamberlain's Office. The Chamberlain's Office will forward your appeal to City Court for the judge to make a ruling. To pay a parking ticket, mail your payment to the Parking Violations Bureau.

I suspect my neighbors/tenants are cooking Meth:

The process of cooking meth or methamphetamines will often have a metallic cat urine smell. If you have noticed a smell or see excessive garbage including:
- Lithium batteries without their protective cover
- An excessive amount of empty household cleaning agent packages
- An excessive amount of empty Over-the-Counter drug packages such as Sudafed or Suphederine
- Empty chemical containers such as acetone/ethyl alcohol, freon, anhydrous ammonia, etc.
- coffee filters or pieces of cloth stained red with duct tape rolls
These signs indicate the possible existence of a meth lab. Meth labs can be extremely hazardous to be near. You should call the Meth Tip Hotline at 1-877-467-3334, or dial 911 as soon as you can. Police will investigate the situation and act appropriately.
