Four Officers Are Promoted - Five More Are Hired

The Elmira Police Department is proud to announce the promotions of four police officers which took place on today in the small courtroom on the second floor of City Hall:

Captain Kain Lt. Joseph Kain has been promoted to the position of Captain. Joe is a 16 year veteran of the Elmira Police Department who was promoted to Sergeant in 2001, and to Lieutenant in 2004. He has experience as a member of the Detective Bureau, and currently commands the SWAT Team. Joe is also a certified instructor of Firearms, along with several other topics, and his new assignment will place him in command of “C” Platoon.

Lt. Smallcomb Sgt. Robert Smallcomb has been promoted to the position of Lieutenant. Bob is a 16 year veteran of the Elmira Police Department who was promoted to Sergeant in 2003. He has experience as a member of the Detective Bureau, and most recently was the Officer in Charge of the Drug Enforcement Unit. Bob’s new assignment will place him as second-in-command of “B” Platoon.

Sgt. Bresser Police Officer William Bresser has been promoted to the position of Sergeant. Bill is a 15 year veteran of the Elmira Police Department who has been assigned to both the Patrol Division and Traffic Bureau. He is a member of the SWAT Team, a certified instructor of Firearms, and currently holds the position of PBA President. Bill’s new assignment will place him as the Officer in Charge of the Drug Enforcement Unit.

Sgt. Collins Police Officer Dennis Collins has been promoted to the position of Sergeant. Dennis is an 11 year veteran of the Elmira Police Department who has been assigned to the Patrol Division. He is a certified police instructor, and his new assignment will place him as third-in-command of “C” Platoon.

Additionally, the Elmira Police Department is also proud to announce the upcoming swearing-in of five new police officers and one new animal control officer which will take place on 01/19/06 at 3:00pm in the small courtroom on the second floor of City Hall:
