On the morning of December 21st, three Elmira Police Officers were sworn in for their new promotions. The ceremony was held in the City Clerks Office at Elmira City Hall. Congratulations to Deputy Chief Russell Andrews, Captain William Solt, and Sergeant William Goodwin.
