The City of Elmira is currently updating its zoning ordinance as part of the Downtown Revitalization Initiative (DRI). In 2018, the City and its consultant team led by Elan / E3 Planning, Design and Architecture and Stream Collaborative, launched the project. The resulting zoning will be a “hybrid” code that better reflects the goals and objectives from the 2016 Comprehensive Plan. A Steering Committee of local residents, officials and business owners is guiding the process, keeping in mind the goals of infill growth, mixed-use development, a sense of place and walkability within this core area of the city.
The DRI area encompasses Elmira’s Central Business District on the north and south sides of the Chemung River.
