The plan was developed in 2016 to replace the outdated 1998 planning document. The City of Elmira has prepared the Comprehensive Master Plan as a sustainability-based blueprint for efficient land use regulation and neighborhood revitalization. The Plan will help City leaders make rational financial decisions about economic development, neighborhoods, transportation, and infrastructure in a manner intended to make efficient use of all resources. The Plan was approved in 2016 and was intended to address both Elmira residents and citizens in the surrounding committees’ needs, as Elmira is the heart of the region and the seat for Chemung County. Elmira’s prosperity was viewed as a key to the entire regions growth and success.
