The Planning Commission reviews site plans, hears public comments using the regulations of the Zoning Ordinance and the guidance of the Comprehensive Master Plan Update of 1998 (the Master Plan).

The Traffic Coordinating Board deals with concerns and requests related to parking, the flow of traffic, street closings, and other traffic concerns. The Traffic Coordinating Board is composed of City officials that deal with public safety and street maintenance. To make a request of the Traffic Coordinating Board, complete the Application For Review by the Traffic Coordinating Board. This form may direct you to complete the Highway Environment or Crossing Sign Application or the Multi-way Stop Sign Control Application depending on your request.

Regular meetings of the Traffic Coordinating Board are held on the third Thursday of the month when there is business to conduct. All meetings are held at 1:30pm in the City Manager’s Conference Room on the third floor of City Hall, 317 East Church Street, Elmira, New York.
The Traffic Coordinating Board is composed of key individuals from City Government who have a responsibility to public safety, traffic control, and street maintenance including the City Manager, the Fire Chief, the City Engineer, and the Supervisor of the Traffic Bureau. A City resident is also appointed to the Board.

City of Elmira Public Art Commission Guidelines
The Commission makes decisions concerning the selection, acquisition and display of public art/activity (permanent and impermanent) by reviewing all proposals for the exhibition/presence of public art in the city's public spaces, buildings, facilities and infrastructure (interior/exterior). The Commission evaluates/selects projects, activities, acquisitions and donations of public art that meet the criteria and guidelines established by the Commission.
Meetings are held in the Elmira City Hall Second Floor Courtroom on the 4th Tuesday from 4:00 - 5:00pm.
