The City of Elmira is administering an Activate Building Fund for downtown commercial and mixed-use properties. The Activate Building Fund is being funded through the Downtown Revitalization Initiative (DRI) and administered by the New York State Housing Trust Funding Corporation and the City of Elmira’s Department of Community Development.
The Activate Building Fund grant program is meant to assist property owners that are located in the Downtown Revitalization Initiative target area with grant funds to renovate their building to accommodate the City’s unmet housing, ground floor retail, and commercial business needs. Eligible commercial projects may receive a maximum grant amount of $100,000 per commercial building with an additional $25,000/ residential unit up to a maximum of $400,000 per mixed-use project. Grant assistance cannot exceed 75% of the total project costs.

DOWNTOWN REVITALIZATION TARGET AREA
The target area for the Activate Buildings Fund will consist of Washington Ave on the North, West Henry Street, and Pennsylvania Ave on the South, Madison Ave on the East and Davis Street on the West. Within the DRI boundary, there is a focus area that consists of West Second Street on the North, West Water Street on the South, College Avenue on the West and Lake Street on the East. Projects located in the focus area will receive first priority for funding.
